The note is in uncirculated condition, but it looks to be a litho printing and not intaglio. It is printed on both sides and has POC's in the same general locations as the note pictured. Possibly a copy of the note used for reference by Waterlow who still wanted to make certain that the note would not be passed as an original so it was given an original Specimen overprint.
